Abstract The purpose of this article is to offer human development approaches in the communities and human characteristics under a form of democratic community. Based on the synthesis of human development approaches in the community, there are two approaches to human resources development: First, human development in education Second, using community culture. The good feature of democratic governance is "Citizenship," which consists of seven key elements: (1) Public participation (2) Responsibility (3) Legal adherence (4) Respect for self-right and the rights of others (5) Equality and Equally (6) Dare to think and decision, and (7) Principles of Sacrifice. The seven key elements are goal of human development in the community which has positive character traits under the democratic system.
