The objectives of this research were: 1) to study situations of Community Welfare Fund of Sila Municipality, Mueang District, Khon Kaen Province, 2) To analy the guidelines for strengthening the Community Welfare Fund of Sila Municipality, Mueang District, Khon Kaen Province. Data were collected by interview with 132 purposefully sampled persons, including representatives from the Fund Board, executives and staff of the Sila Municipality, members of the Fund, and local residents who were not members of the Fund. The interviews were conducted using a questionnaire which probed topics such as the method for expanding the membership of the Fund, opinions about the fund, and other relevant issues. This information was analyzed to present frequency, descriptive statistics of the sample and content analysis of their responses. The study found that; To make the community welfare fund Municipality more strength will need to develop fund management system by the model to improve care, payment mechanism in operation since the subscription to pay compensation. and achieving is rapid easy access. Focus on community access by public funds into several channels, such as word of mouth, attend the village or community in order to promote community fund. The advertisement publicity should be found funding from other sources to increase confidence to members, including expanding the remember new. Members more fund the 2.11% of total population. By focusing on the public relations or announced to the people in the community or village to know to get welfare fund membership structure. The network can be increase if members can be telling the benefits that they gained from the membership of the fund.
