This research and development, using mixed methods to collect both quantitative and
qualitative data. The main objective was to develop a sports management model for the Provincial Local government organization, with the following sub-objectives: 1) to study the actual situations, the problems
and the guidelines of the sports management model for the Provincial Local government organization. 2)
to construct a tentative sports management model for the Provincial Local government organization and
3) to Evaluate the constructed sports management model. The research procedure followed three steps: 1)
studying conditions and problems of the sports through the analysis and synthesis combined with
multiple case studies of the sports management with 2 case studies of Provincial Local government
organization with best practices in management, 4 educational experts were interviewed. Data were
analyzed through content analysis 2) constructing of a tentative model, then checking its appropriateness
through focus group discussion among 15 educational experts 3) evaluating the utility and feasibility by
conducting a questionnaire administrators and practitioners of sports management of the Provincial Local
government organization ; data were analyzed, using means () and standard deviations (S.D.). The results
are shown as follows; the results of the research were as follows:
1. The state and problems of sports management of the Provincial Local government
organization at a moderate level.
2. The a sports management model for the Provincial Local government organization consists
of three main components; 1) inputs with policy, man, money and materials and facility 2) process with six
administrative principles: leading, planning, organizing, doing, coordinating and controlling 3) outputs as
township residents taking exercise and playing sports as daily life activity and sports for excellence
supported by the sponsorship and participation from all sectors involved.
3. The evaluation of the constructed model yielded the results as utility at a high level and
