In the past, professional organizations were extremely free to take control over the educational management of various professional programs in higher education institutions, with the aim of providing graduates who graduated from these professional programs to be competent and qualified as required by professional bodies when completing their studies. However, Section 40, paragraph 2 of the Constitution of the Kingdom of Thailand BE 2560, together with Section 16 of the Higher Education Act, BE 2562, prohibits professional organizations from issuing regulations or rules that were characterized by interference in educational management of higher education institutions. This qualitative research aimed to: 1) investigate the roles of educational management of professional organizations were in various professional courses in higher education institutions before and after the provision of Section 40, paragraph 2 of the Constitution of the Kingdom of Thailand BE 2560 is effective, 2) investigate the scope of the current collaboration approaches between professional organizations and the higher education institutions as well as provide some additional suggestions supervision on various professional courses in higher education institutions will be impacted after the enactment of section 40, paragraph 2 of the Constitution of the Kingdom of Thailand BE 2560. Based on the data gathered through in-depth interviews with executives of various professional courses in higher education institutions and administrators of various professional organizations, it was found that they viewed that supervision of professional courses in higher education institutions of the professional organization by professional organizations is still very necessary. However, professional bodies should adjust their goals of supervision by focusing on creating sustainable learning for students rather than focusing on the process of course management by using a learner-centered and collective decision approach. By doing so, this is considered to be the new paradigm of governance for educational management of professional organizations under the Constitution of the Kingdom of Thailand 2017. All participants agreed that notwithstanding guidelines or regulations issued by the professional organizations for supervising professional courses in higher education institutions, if in line with this direction of the new paradigm, they were considered to be not interfering with the educational management of higher education institutions.
