The purpose of this study were to: (1) create and find an effective instructional package in science for life development skills for vocational certificate students by using inquiry cycle learning (7E), Kranuan industrial and community education college to be effective according to the criteria 80/80, (2) study the effectiveness index of instructional package in science for life development skills, (3) compare of academic achievement before learning and after using the instructional package in science for life development skills, (4) assessing the quality of instructional package in science for life development skills, and (5) study the satisfaction of students at the vocational certificate level towards the use of instructional package. Target group was a vocational certificate students at Kranuan industrial and community education college under the Office of the Vocational Education Commission who registered to study science for life development skills, subject code 2000-1301, semester 2, the academic year 2017, amount of 79 persons using cluster sampling (Cluster Random Sampling), research instruments used in the study consisting of (1) 10 teaching sets (2) 100 inter-school and post-test tests as 4 multiple-choice tests with difficulty (p) from 0.40-0.77, classification power (r) from 0.27-0.67 and the reliability of the questionnaire was 0.97 and 60 achievement tests with difficulty (p) from 0.40-0.80, classification power (r) from 0.20-0.73 and the confidence was to 0.95, (3) 40 items teaching quality evaluation form, and (4) 30 vocational certificate students that used instructional package with the reliability of 0.95, statistical analysis data included percentage, average, standard deviation and (t-test).
The results of the research showed that:
1) Instructional Package effectiveness was science for life development skills for vocational certificate students by using inquiry cycle learning (7E) subject at Kranuan industrial and community education college from the test during the whole course (E1) and the effectiveness of the results (E2) after the class will have E1/E2 at the level of 81.99/93.92, was higher than the criteria set 80/80.
2) Instructional Package effectiveness index was science for life development skills for vocational certificate students by using the inquiry cycle learning (7E), the overall effectiveness of learning (E.I.) was 0.6627, indicating that students at the vocational certificate level knowledge increased to 0.6627 or 66.27 percent.
3) Academic achievement of students at the vocational certificate level from tests before and after studying of science for life development skills by using cyclical learning the 7-steps search for knowledge (7E) showed that higher scores from the t-test, found that the test scores before studying was ( =25.33), post-tests scores was ( =54.28) and the development results was 28.95, indicating that overall, students with more development differences were statistically significant at the .01 level.
4) Quality of series teaching of science for life development skills for vocational certificate students by using inquiry cycle learning (7E), the overall average was at the high level ( = 4.55).
5) The satisfaction of vocational certificate students towards using science instructional package for life development skills by using the inquiry cycle learning (7E), with the average was at the highest level ( = 4.59).
