The purposes of this research were to study issues on Law of the Higher Act 2019, and guidelines to improve. This research were documentary research, analyze documents, texts, articles, research reports, Constitutional Law of the Kingdom of Thailand, Acts, related policy and plans. Results from content analysis, the research finds that, the problem of Law of the Higher Act not determining the duration for examining the curriculum of the Higher Education Standard Committees. The problem of not determining the extension of time for appeal of the Appeal Committees, in the case that Higher Education Institutions are ordered to stop teaching and learning in accordance with the curriculum under consideration. Problem of Legal gaps in case of other to do academic work, and doing academic work for other. The problem of determination of the duties of the Higher Education Standard Committee are inconsistence of the law, in case of Higher Education Institutions organize education for commerce focusing on profit.
