The purposes of this research were to study solid waste management of Ban Klang Subdistrict Administrative Organization in Wang Thong district, Phitsanulok Province, and to study waste management approach of Ban Klang Subdistrict Administrative Organization, Wang Thong District, Phitsanulok Province. This study were qualitative research.There were 67 key informants, including the President of Tambon Administration Organization, Vice President of Tambon Administration Organization, President of Tambon Administrative Authority Council, Vice President of Tambon Administrative Authority Council, Member of Tambon Administration Organization, Clerk of Tambon Administration Organization, Deputy Clerk of Tambon Administration Organization, Director of Health and Environment Division, Director of Education Division, Director of the Treasury, Subdistrict Headman, Village Headman, Shops, Restaurants, Shops for agricultural products, and the people aged 18 and over. The tools used for data collection were Semi-structured Interview, Interview Guide, Observation Guide, Field Note, Camera. The Data were analyzed using Descriptive Analysis Approach.
The results found that Ban Klang Subdistrict Administrative Organization had no waste dumping ponds, no garbage trucks, the trash was not enough and it was not resolved seriously. Such issues have been considered by the Council of Ban Klang Subdistrict Administrative Organization, and it was in preparation process for various areas. Currently, the area of Ban Klang Subdistrict was still a rural area. Therefore, waste disposal in each sector was not very different. The household waste was disposed by burning, landfill, reuse and sale of antique. The waste management approach found that there were three waste management approaches as follows: Approach 1: Solid Waste Management in the local area, Approach 2: Solid Waste Management in the Community, Approach 3: Solid Waste Management of the people, and there were 5 steps for Solid Waste Management as follows: Step 1: Ban Klang Subdistrict Administrative Organization should issue municipal laws, policies or rules; Step 2: Preparing the knowledge; Step 3: The Preparredness; Step 4: Supporting the fund; Step 5: It should have public awareness campaigns on the importance and problems of solid waste. As a result of the meeting by the community of local administrators, it is recommended to use the first approach by providing Ban Klang Subdistrict Administrative Organization is the first agency to start solving the problem of solid waste seriously as a model for various sectors in the area to realize problems and importance of household waste management in each community. There were guidelines for solid waste management as follows: 1. The provision of places for dropping the garbage, 2. Providing garbage trucks for using in the subdistrict, 3. Providing the staff, tools and equipments to be ready for solid waste management, and 4. Providing enough waste bins to all villages to meet the needs of increasing households and the people.
