The purposes of this research were: 1) to develop learning management strategy, and 2) to study the results after using the learning management strategy. The research pattern was Mixed methods model. The procedure of this research comprised two phases: Phase 1 to develop learning management strategy, and Phase 2 to study the resulty of using the learning management strategy through an experiment. The sample were 33 teachers from 33 secondary schools, by stratified random sampling. The research instruments consisted of 1) the instruments for development; (1) learning management strategy guide, (2) training plan. And 2) The instruments for collecting data consisted of; (1) a test of knowledge and understanding, (2) an assessment form of ability in designing learning management, and (3) an assessment form ability on organizing learning process. Data was analyzed by mean, standard, deviation, percentage, dependent (t-test).
The results of the research were as follows: 1. The developed strategy of learning management included: 1) Principle and reason, 2) Theories and concepts employed in developing strategy, 3) The principles of the strategy, 4) Objectives of the strategy, 5) Process of developing the strategy, and 6) Measurement and evaluation related to the strategy. The process of developing the strategy comprised 2 parts. The first part was the learning management process including 5 steps:
1) Setting common goal, 2) Sharing knowledge, 3) Bringing to practice, 4) Being evident in real situations, and 5) Exchanging learning. And the second part of the strategy were supporting factors: 1) Personnel involved, 2) Learning Facilities, and 3) Learning environment arrangement. 2. The result of using strategy:
1) The secondary school teachers had knowledge and understanding higher than before. 2) The secondary school teachers were able to design the learning management overall at 2.35, the quality was at the good level. 3) The secondary school teachers were able to process the learning management, the mean was 4.18, at high level.
