This mixed method research between quantitative and qualitative of the objectives were to study conditions, problems and guidelines for developing for communication English Language teaching skills institute affiliated with the secondary school of service area office 25: Case Study at Nong Kham Pittayakom School, the sampling group was 6 general teachers, 3 English teachers, and 24 students the total were 33 persons. The instruments of research used questionnaires Semi-structured research In-depth interview Non-participant observation and data was analyzed by mean (x ̅), standard deviation (S.D.), and used content analysis
1. The condition teaching and learning of overall skills in English for communication level were (x ̅= 3.06), the highest was writing skills (x ̅ = 3.05) and the lowest aspect was listening skills (x ̅= 2.81)
1.1 The condition for teaching and learning in listening skills: The most practical was teachers have set the purpose of listening and bringing knowledge into the topic of listening. And the lowest practices was students rarely listen to English as a form of communication.
1.2 The condition for teaching and learning in speaking skills: The most practical was students are trained to have conversational English for communication everyday. And the lowest practices was students rarely ask and answer to questions that do not match the English language teaching process.
1.3 The condition for teaching and learning in reading skills: The highest practices was the teaching content is clear, easy to understand and easy to use. And the lowest practices was teachers do not focus on improving their reading comprehension skills.
1.4 The condition for teaching and learning in writing skills: The highest practices was students are learning to organize and sort the ideas to be rationally written using link words. And the lowest practices was teachers rarely train students to write from short sentences to long sentences or to write short stories.
2. The problems teaching and learning of overall skills in English for communication level were (x ̅= 2.60), the highest was listening skills (x ̅= 2.80) and the lowest was reading skills (x ̅= 2.39).
2.1 The problems teaching and learning in listening skills: The highest problem was teachers do not set the purpose of listening and bringing knowledge to the topic. And the lowest problem was teachers can practice listening comprehension in order to understand the content for teaching and learning English.
2.2 The problems teaching and learning in speaking skills: The highest problems was teachers have the ability to use phrase-by-word or grammatical skills to compose sentences in the order. And the lowest problems was teachers practice the pronunciation of English skills for students to practice regularly.
2.3 The problems teaching and learning in reading skills: The highest problems was the teaching content is clear, easy to understand and easy to used. And the lowest problem is students rarely read English media such as movies, comics, articles, or other media.
2.4 The problems teaching and learning in writing skills: The highest problems was teachers do not train their students to practice writing based on their structure, content, vocabulary, and language. And the lowest problems was the teacher taught the series to tell and let the students write the story.
3. Guidelines condition for development in teaching and learning skills as a whole: Teachers should be reinforce their skills in modern teaching. And exciting to teach organized activities and the opportunity to express language in to the students and teachers should be teach students to have fun teaching, find a way for students to love English learning do not stress too much and inspire teachers to learn to develop themselves. As developed in four skills:
3.1 Guidelines condition for the development in listening skills: Teachers should be train their students to listen to the multimedia, the teacher should be train the students to focus on the vocabulary to create short sentences, long sentences and short stories in listening skills.
3.2 Guidelines condition for the development in speaking skills: Teachers should be organize activities that promote correct expression, and the exchange in teaching atmosphere to be interesting and should find a technique to practice speaking as simple words. First, move in sequence, find activities to practice speaking skills.
3.3 Guidelines condition for the development in reading skills: Teachers should be have a learning angle and provide the right media to read by level of skill for Practice to compare consonants - vowel for students to enjoy, great to learn. Teachers should be know the importance of reading to promote reading skills.
3.4 Guidelines condition for the development in writing skills: Teacher should be teach your students to be compassionate, to write vocabulary or short sentences, and to teach them the basic techniques.
